Notice of Intent for Sole Source

The Nebraska Air National Guard has an unfunded requirement to upgrade an existing Metasys ADX Server prior to release of a new mandatory software version, ADX Software Revision 13. If funded, this requirement is expected to be awarded to Johnson Controls, Inc. Pursuant to FAR 13.106-1(b)(1)(i), due to the entire Nebraska Air National Guard mechanical controls network and supporting devices are on a Johnson Controls software and hardware system, they are the only responsible source for this required server upgrade.

Johnson Controls, Inc uses a proprietary communication languarge between their devices which other manufacturers are unable to copy and use. This effectively eliminates the possibility of other devices working effectively with the existing Johnson Controls system. All of the training Nebraska Air National Guard maintenance personnel have received, or will receive, will be to maintain and operate Johnson Controls systems. This notice of intent is not a request for competitive quotes.
