This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation, W50S7L-25-Q-A02 is issued as a request for quote (RFQ) using FAR Part 13 – Simplified Acquisition Procedures.

This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, effective 01/17/2025. This is for Full and Open Competition The associated NAICS code is 423110 " Automobile and Other Motor Vehicle Merchant Wholesalers", with a size standard of 500 Employees.

NOTE: If this NAICS is not listed as one of your organization’s codes in the System for Award Management (SAM) website, you will need to certify your business size for this NAICS (prior to award), via FAR Clause 52.212-3, Alternate I, Offeror Representations and Certifications--- Commercial Products and Commercial Services. Invoicing shall be through WAWF at https://piee.eb.mil and payment will be Electronic Funds Transfer (EFT) from Defense Finance and Accounting Service (DFAS).

Award Type: The Montana Air National Guard (MANG) intends to award a firm-fixed price (FFP) contract for the replacement of a DT-570 International Engine for an International Fire Truck. Engine Characteristics 4 Cycle Diesel Engine Configuration - Inline six cylinder Displacement – 570 cu. in. (9.3 liters) Bore and Stroke – 4.59 x 5.75 in (116.5 x 146.1 mm)

Compression Ratio – 17.14: 1 Aspiration – EVRT Electronically Controlled Turbocharged Air-to-Air Intercooled Dimmensions – L = 45.1 in x W = 34.4 in. x H = 40.8in (L = 1146 mm x L = 874 mm x L = 1026mm)

GDT330 Label#: 7082907C1 This engine shall come with all the proper connections (Trim engine) for install without any modifications or additions to the engine or vehicle. The engine shall be a one for one swap. The engine offered shall be either remanufactured or new. Used engines will not be accepted or considered for award. Funding is currently available for this acquisition. The current engine core will be available for return.

Please keep that in mind when preparing your quote, see CLIN 0003. Although the Government reserves the right, the Government intends to evaluate quotes and award a contract without discussions. Therefore, quotes should contain the offeror’s best terms from a price and technical standpoint.

Basis of Award: A firm-fixed price contract award will be made based on price when evaluating, CLIN 0001 & CLIN 0002, and past performance. When evaluating past performance it will be evaluated approximately equal to cost or price. Ensure your quote conforms to the CLIN structure below:

CLIN 0001 – 1 EA - DT-570 International Engine for Vehicle make: International, Vehicle model: 7400 SBA 6x4, Vehicle year 2012, Vehicle VIN# 1HTWGAZT3CJ639208 CLIN 0002 – 1 EA – Shipping Handling/Freight Charges CLIN 0003 – 1 EA – Core Deposit - This line item shall be credit for the returned core. Vendors do not have to quote CLIN 0003. Stand commercial warranty shall apply. Quotes shall provide shipping on the basis of f.o.b. destination.

Regardless of shipping method, the offeror is responsible for all necessary freight/shipping charges. The manufacturer shall supply all manuals such as operation instructions, parts lists, and diagrams. Furthermore, the manufacturer shall supply any other data pertinent to the operation of the unit.

Quote Submission Instructions: Quotes shall include Point of Contact name with contact phone/email, CAGE/UEI, Socio-economic status, monthly and total price, technical description, and references. Questions and RFIs shall be submitted by the deadline of 1000 MDT on 24 February, 2025 via email to anthony.barille@us.af.mil.
