Request For Quote (RFQ) Statement of Work (SOW) for Montana Air National Guard (MTANG) Snow Removal Machine This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Award will be made without discussions from offerors. (ii) The solicitation number for the procurement is W50S7L-24-Q-0011 and is issued as a request for quote (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06 Effective 08/29/2024. (iv) This procurement is a Total Small Business Set-Aside (FAR 19.5). NAICS code: 333112with a size standard of 1,500 employees. (v) The salient characteristics associated with this procurement are:

The Montana Air National Guard, Great Falls, MT is requesting small business companies to provide the following:

CLIN 0001 – 1 EA – Snow removal tractor that meets the characteristics below CLIN 0002 – 1 EA – Shipping Handling/Freight Charges The machine shall come with all the proper connections and accessories installed without any modifications or additions to the machine. Delivery shall occur as quickly as possible and within 90 days. Funding is not currently available for this acquisition.

Machine Characteristics Machine wheelbase shall be no wider than 46", to fit on a standard sidewalk Machine shall weigh no more than 1800lbs Must be at minimum 30HP engine Must have enclosed heated cab, seat, and window defrost option Must be able to quickly drop and add different attachments Shall include a snow blower attachment Shall include a broom attachment (made for snow removal) Must have OSHA approved lighting in front and rear of machine and "warning beacon" Must be 4x4 or all wheel drive Must be able to articulate and oscillate for corners and hills while maintaining ground contact Shall have an approved repair facility within 250 miles of the Great Falls International Airport Transportation Quotes shall provide shipping on the basis of either f.o.b origin and f.o.b. destination and that they will be evaluated on the basis of the lowest overall cost to the Government.

Regardless of shipping method, the offeror is responsible for all necessary freight/shipping charges. The manufacturer shall supply all manuals such as operation instructions, parts lists, and diagrams. Furthermore, the manufacturer shall supply any other data pertinent to the operation of the unit. Stand commercial warranty shall apply.

Basis for Award: The Government intends to award a firm-fixed price contract to the company that can provide the requested item that represents the best value to the government when evaluating Price and Past Performance Rating.

Begin Amendment 1: The purpose of this amendment is to change the quote due date on the SOW attachment from 26 Sept 2024 to 27 Sept 2024 at 09:00am MST. The Q&A date has also been changed from 23 Sept 2024 to 24 Sept 2024 12:00pm MST.
