Lodging BPA Program for TXANG

**PLEASE READ THE ATTACHMENTS** This is a combined synopsis/solicitation to award multiple Blanket Purchase Agreements (BPAs) for non-personal commercial lodging services near Joint Base San Antonio – Lackland, San Antonio, TX; Camp Mabry, Austin, TX; and Fort Bliss, El Paso, TX. This synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 and is supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03. The synopsis/solicitation number for this procurement is W50S78-25-Q-CF01, Lodging Services, and is using Simplified Acquisition Procedures under FAR 13.5, Simplified Procedures for Certain Commercial Items for multiple award BPAs.

This requirement is being solicited under full and open competition. The North American Industry Classification System (NAICS) code is 721110, Hotels (except Casino Hotels) and Motels and Product Service Code (PSC) V231, Lodging, Hotel/Motel with a size standard of $40M. Each awarded BPA shall have up to a five (5) year period of performance (POP) with a minimum order value of $1.00 up to the established ceiling of $40,000.00 per individual call.

NOTE: The ceiling can be increased/decreased at any time by the CO via a bilateral modification to meet current/future needs. Such instances can include COVID-19, national disasters, and/or any instance/reason the Government determines the need for increased/decreased lodging services are needed. Contractors who want to be considered for a BPA shall submit a capability statement showing their aptitude/capability to meet all requirements defined in Attachment One (1) – Performance Work Statement (PWS). The capability statement shall include the following:

Contractors Name (Doing Business as (DBA) Name). Physical Address. Point of Contact to include name, phone number, and email address. Verification of SAM Registration and/or UEI/ Cage Numbers. Small Business Identification and Size.

Capability statement showing how the Contractor can meet all requirements of this solicitation including: ability to block off rooms for reservation within the approved GSA Per Diem Rates that are Tax Exempt; Compliance with Attachment One (1) – PWS, Attachment Two (2) – Terms and Conditions, and Attachment Three (3) - AFMAN 34-135. Awarded BPAs shall be made to the responsible offeror(s) who provide a capability statement documenting that they can successfully meet all of the requirements above.

Awarded BPAs shall incorporate all Terms and Conditions defined in Attachment Two (2). This synopsis/solicitation will be open for five (5) years from posting to allow for additional Contractors/Companies to be considered for award of a BPA to support the 149th Fighter Wing and Geographically Separated Unit’s mission needs.
