Intent to Sole Source: WebCTRL Repair & Upgrade

The 144th Fighter Wing (144 FW), intends to issue a sole-source award for repair and installation services to various HVAC components manufactured by Automated Logic Corporation (ALC). These components are required upgrades that will enable a fully automated HVAC system to operate from a central control center. The HVAC system currently utilized by Building 155 of the 144 FW is comprised of ALC components, and operated with the ALC brand software known as WebCTRL.

It has been determined that third-party components are incompatible with ALC components and software, and integrating them would greatly hinder the HVAC system’s ability to function properly. The 144 FW intends to issue a sole-source award to Pacific West Controls, Inc. This is in accordance with company policy, which requires products to be purchased from an authorized ALC representative.

Pacific West Controls has been identified as the authorized provider with the exclusive right to sell and service products within the Fresno, CA area. Pacific West Controls, Inc. is therefore the only responsible source, and no other products or services will satisfy agency requirements in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i). This notice of intent is not a request for quote/proposal.

Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by the closing date and time provided in this notice. Responses must be submitted in writing to the 144th Contracting Office at 144.FW.FAL.MSC.Contracting@us.af.mil. Telephone responses and requests will not be acknowledged.

Any determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
