THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR WHITE PAPERS. The United States Army Rapid Capabilities and Critical Technologies Office (RCCTO) intends to issue a sole source, Cost-Plus-Fixed-Fee (CPFF) contract to The Johns Hopkins University Applied Physics Laboratory, LLC., 11100 Johns Hopkins Rd., Laurel, MD.

20723, a University Affiliated Research Center (UARC), for systems engineering, research and development (R&D), and test and evaluation (T&E) capabilities in support of the Guam Defense System (GDS) Joint Project Office (JPO). U.S. Army RCCTO has a requirement for technical and analytical support in the areas of systems and mission engineering, research and development, and test and evaluation to support the GDS JPO.

Authority 10 U.S.C. § 2304(a)(3)(B), as implemented by FAR 6.302-3(a)(2)(ii), allows DoD to use noncompetitive procedures to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution such as a UARC. As a result, this procurement was restricted to interested parties meeting the requirements limited by FAR 6.202(a)(3)(B) and implemented by FAR 6.302-3(a)(2)(ii).

This notice of intent is published for informational purposes only and is NOT a request for competitive proposals or white papers and no solicitation document will be posted for the requirement. Subcontracting opportunities may be available and should be sought with the prime, Johns Hopkins University Applied Physics Laboratory, LLC. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.

The Government shall not reimburse interested sources for any information provided. No request for capability briefings will be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 1300 EST, 20 February 2025 to the Contracting Officer, Joshua Flinn, at joshua.e.flinn.civ@army.mil.
