THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR PROPOSALS. This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring dissemination of proposed contract actions. The Army Rapid Capabilities and Critical Technologies Office (RCCTO) intends to award an individual sole source contract under the authority of 41 U.S.C. 2304(c)(2) as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) soliciting from a single source.

The Army Rapid Capabilities and Critical Technologies Office (RCCTO) – Redstone Arsenal, AL has a requirement to to execute repairs to the Hybrid Electric High Mobility Multipurpose Wheeled Vehicle (HMMWV) and provide safe operations training to our transition partner the U.S. Army’s Program Executive Office, Combat Support & Combat Service Support (PEO CS&CSS).

The Government intends to award a sole source contract to Gale Banks Engineering, CAGE Code: 1GWH5 , 546 S. Duggan Ave. Azusa, CA 91702-5136 in accordance with FAR 13.106-1(b)(1)(i) soliciting from a single source. This effort will support required repairs to the HMMWV vehicle. The repairs are required to make the HMMWV operable due to a broken power transfer shaft and an expected damaged clutch assembly.

The P2 Parallel Hybrid Electric Powertrain of this HMMWV was custom designed and integrated by Gale Banks Engineering (GBE) for the Army during their initial contract (W50RAJ2290010). Additionally, the clutch mechanism, including the clutch shaft, were specifically designed and manufactured to be integrated into the HMMWV by GBE. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement.

The Government will consider any capability statements received within 15 days after date of publication of this notice. No telephone responses will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any information submitted by respondents to this technical description is strictly voluntary.

There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not pay for any information received.
