MLRS FY27-31 Pre-solicitation Synopsis This pre-solicitation synopsis is provided for informational purposes only and is not a request for proposals (RFP). The Army Contracting Command-Redstone Arsenal plans to award a contract for the Fiscal Year (FY) 2027-31 MLRS Fleet Upgrade requirements on an other than full and open competitive basis under the authority of Title 10 United States Code (U.S.C.) 2304 (a)(1) and Title 41 U.S.C.

3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The contractor is expected to be Lockheed Martin Missiles & Fire Control, 1701 W Marshall Drive, Grand Prairie, TX 75051: CAGE Code 64059. The planned contract action will be used to fulfill the US Army and international program needs to recapitalize/upgrade up to 55 M270 launchers each year and procure spare parts kits each year as needed during FY27 through FY31.

The recapitalization/upgrade process is supported by the provision of the M270, Improved Armored Cab (IAC), engine and transmission as Government Furnished Property. Red River Army Depot (RRAD) operates under a public-private partnership to recapitalize/upgrade the M993 carriers. The Government does not have sufficient technical data rights or the ability to provide all technical data necessary to perform this contract to prospective offerors. The Government possesses technical data required for the M993 carrier.

Prospective offerors would be required to obtain the remaining technical data required from the original equipment manufacturer, Lockheed Martin. In addition, the Government does not expect to recover the cost of obtaining these data rights through saving associated with competitive sourcing. Furthermore, the time needed to obtain the data rights and qualify additional sources would result in unreasonable delays in equipment fielding.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The solicitation will not be made available through the Government Point of Entry (GPE); however, a copy may be provided by the Contracting Officer upon request.
