This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions.
The Army Contracting Command – Redstone Arsenal intends to award a sole source hybrid Indefinite Delivery Indefinite Quantity (IDIQ) mix of cost reimbursable and fixed price contract types for the Integrated Fires Mission Command (IFMC) Project Office to Raytheon Company, 401 Jan Davis Drive, Huntsville, AL 35806 Commercial and Government Entity (CAGE) code 0HG55, Pursuant to the authority, 10 U.S.C.
2304(c)(1), as implemented by FAR Part 6.302-1(a)(2)(iii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” NAICS Code: 336414 The RIU A-KIT will support the follow-on five-year IDIQ for the RIU A-KIT.
This IDIQ contract will support RIU engineering and support effort and RIU A Kit procurement which will be integrated into the Phased-Array Tracking Radar to Intercept On-Target (PATRIOT) weapon system's Engagement Control Station (ECS) Major End Item (MEI), forming a new ECS MEI variant named the RIU, which interfaces with the Integrated Battle Command System (IBCS).
Raytheon Company is the only known source and award to any other source would result in substantial duplication of cost to the Government, which is not expected to be recovered through competition, also unacceptable delays to the Army Integrated Air and Missile Defense (AIAMD) program schedule in fulfilling the agency's requirements. This notice of intent is not a request for competitive proposals. This requirement will be for five ordering periods from FY 24 through FY 29, totaling 60 months.
All responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Response to this notice is due on 9 June 2024 at 3:00PM Central Standard Time and shall be delivered via email or DoD SAFE (https://safe.apps.mil/ to:
