Air and Missile Defense Planning and Control System (AMDPCS) Tactical Support V (ATS V) Notice of Intent to Award a Hybrid Sole Source Contract This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions.

The Army Contracting Command – Redstone Arsenal intends to award a sole source hybrid Indefinite Delivery Indefinite Quantity (IDIQ) cost plus fixed fee (CPFF) and cost no fee contract for the Integrated Fires Mission Command (IFMC) Project Office to Northrop Grumman Systems Corporation (NGSC), 7575 Colshire Drive, McLean, VA 22102-7508, Commercial Government Entity (CAGE) Code 5FVX5. Pursuant to the authority, 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1(a)(2)(iii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

NAICS Code: 541330 This requirement provides system field level planning and engineering, test, configuration and data management, Integrated Product Support, training and training support, and field services for the Air and Missile Defense Planning and Control System (AMDPCS) Tactical Support V (ATS V). Task orders may be issued to provide materials and services in support of foreign military sales cases that involve AMDPCS hardware and software.

The AMDPCS provides interoperability for Army Battle Command Systems and Common Operating Environment (COE) / Capability Set (SC) development for the Army’s Air and Missile Defense forces. Design and integration of the AMDPCS will entail AMDWS and FAAD C2 as integral components.

NGSC (formally Northrop Grumman Information systems (NGIS)) by virtue of its role as the developer of the AMDWS and FAAD C2 software has acquired unique capabilities and in-depth knowledge of interoperability requirements with their design and/or upgrade.

NGIS introduced proprietary elements (Computer Backplane, and the Program: Air and Missile Defense Planning and Control Systems Geography Multiple Function Planning and Image Exportation (GEMPLEX) Terrain Evaluation Modules) into the SW, which precludes obtaining an alternate supplier for this requirement. Although the US Army has unlimited rights for use, NGSC retains intellectual rights to the SW source code for both subsystems.

This requirement will be for three ordering periods from FY 24 through FY 27, totaling 36 months. All responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
