This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions.
The Army Contracting Command – Redstone Arsenal intends to award a sole source hybrid Indefinite Delivery Indefinite Quantity (IDIQ) mix of cost reimbursable contract types for the Integrated Fires Mission Command (IFMC) Project Office to Northrop Grumman Services Corporation (NGSC), located at 7575 Colshire Drive, McLean, VA 20102-7508, CAGE 5FVX5, Pursuant to the authority, 10 U.S.C.
2304(c)(1), as implemented by FAR Part 6.302-1(a)(2)(iii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” NAICS Code: 541130 The FAAD C2 will support the follow-on five-year IDIQ. The contract will provide sustainment and development services as it is related to FAAD C2 include logistics, acquisition, strategic planning, and software updates.
NGSC is the only known source and award to any other source would result in substantial duplication of cost to the Government, which is not expected to be recovered through competition, also unacceptable delays to the Army Integrated Air and Missile Defense (AIAMD) program schedule in fulfilling the agency's requirements. This notice of intent is not a request for competitive proposals. This requirement will be for five ordering periods from FY 24 through FY 29, totaling 60 months.
All responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Response to this notice is due on 19 June 2024 at 3:00PM Central Standard Time and shall be delivered via email or DoD SAFE (https://safe.apps.mil/ to:
