Description: Army Contracting Command – Redstone intends to procure highly specialized technical support for the PATRIOT Advanced Capability-3 (PAC-3) Missile Support Center (P3MSC) Missile Field Surveillance and Missile post-production activities to support, United States (US) and Foreign Military Sales (FMS) Customers.
This requirement includes highly specialized technical support for the PAC-3 Missile Field Surveillance Program (FSP), the International Engineering Services Program (IESP) for launcher equipment, and PAC-3 missile post-production activities.
The P3MSC post-production activities include U.S. and FMS Missile and Launcher basic labor, U.S. Missile Recertification, U.S. Missile Repair, Field Missile Activities (U.S. PAC-3 Field Activities and FMS Inspections), FMS Missile Processing, Unscheduled Maintenance, Obsolescence Mitigation (U.S. and FMS), Launcher Equipment Repair & Return (R&R) (U.S. and FMS), Stockpile Reliability Testing, Special Reliability Studies, and Recapitalization of the Enhanced Launcher Electronics System (ELES) and ELES repair parts.
The contractor shall furnish all services, hardware, facilities, equipment and provide all planning, management, technical and logistical support for testing, failure analysis, quality, reliability and maintenance support. The repair activities for the PAC-3 Missile and Launcher Equipment shall be conducted at the contractor’s maintenance facility, at Government facilities, and at subcontractor locations.
The nature of this contract action is to solicit a new Indefinite Delivery Indefinite Quantity (IDIQ), three year contract, to be awarded on or before 26 May 2026 through 25 May 2029. The PAC-3 Missile Support Center requirements are available from one responsible source, Lockheed Martin Missiles and Fire Control (LMMFC), Commercial and Government Entity (CAGE) code 64059, 1701 W. Marshall Drive, Grand Prairie, TX.
75051. As the developer and producer of the PAC-3 Missile Segment and support equipment, LMMFC is the only source with the knowledge, expertise, and technical data package (TDP) to perform this effort. The statutory authority permitting Other Than Full and Open Competition is Title 10, United States Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements.
Additionally, the product support data is not readily available to prohibit significant delays and/or failures due to the enormous learning process involved and lack of technical support expertise available. Offerors are encouraged to contact LMMFC for subcontracting opportunities for this effort. This requirement is currently unfunded; award will be withheld pending receipt of sufficient funds.
