Sources Sought Notice for 5.56 millimeter (mm) Close Combat Mission Capability Kit (CCMCK)
DESCRIPTION: The United States (U.S.) Army Contracting Command - New Jersey, (ACC-NJ) on behalf of the Project Manager for Maneuver Ammunition Systems (PM MAS) is seeking sources for the 5.56millimeter (mm) Marking Cartridges (Unlinked) and 5.56mm (Linked) for use in the Close Combat Mission Capability Kit (CCMCK).
The CCMCK is a user installed temporary weapons conversion system that allows the Soldier to employ the individual weapon (M4/M249/M16) at short-range using low velocity marking ammunition while precluding the weapon from firing standard service ammunition. The system will provide normal environmental/weapon employment cues (aiming, firing, ejection, immediate action, load, and re-load, etc.) and immediate target feedback through force-on-force, interactive live fire scenario task, and mission execution.
The marking ammunition shall be a reduced-energy, non-lethal cartridge that leaves a bright, water-soluble color marking compound on target upon impact, without penetrating the soldiers Ammunition Combat Uniform (ACU) or Personnel Protective Equipment (PPE). The visible impact left by the marking compound allows for an accurate assessment of simulated lethality and shot placement. The ammunition shall fit mechanically inside the same standard magazines used with the 5.56mm weapon systems (M4 and M249).
The converted weapons shall retain the same functional characteristics as the original weapon prior to conversion. The National Stock Number (NSN) for the 5.56mm M4 weapon CCMCK conversion kit is 1005-99-132-2616. The NSN for the M249 CCMCK conversion kit is 1005-99-848-0609. No additional weapon conversions or modifications outside of the current CCMCK system will be allowed.
SPECIFICATION: The ammunition must meet all requirements outlined in the Performance Specifications MIL-PRF-32313 (Unlinked) and MIL-PRF-32315 (Linked). The Performance Specification is marked Distribution D (Authorized to the Department of Defense (DoD) and DoD contractors only).
Requests for the performance specification shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached) along with a signed DD 2345 Military Critical Technical Data Agreement form and a fully executed Non-Disclosure and Non-Use Agreement (attached). Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification and top drawings (See https://www.public.dacs.dla.mil/jcp/ext/ for instructions and information).
Offerors should submit their certification via DD Form 2345 or register immediately. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal.
Interested sources without a previously verified design will be responsible for verifying their cartridge design in accordance with the Performance Specification MIL-PRF-32313 and MIL-PRF-32315 at their own expense. Sources interested in supplying the ammunition should adequately describe their experience in small caliber production and testing, annual production capacity, and verification status of their proposed design.
Those sources should also submit an outline of their plans and schedule to verify their design in addition to any backup data to support claims that their design will conform to MIL-PRF-32313 and MIL-PRF-32315 requirements at their own expense. Sources shall provide verification status of the ammunition cartridges that will be supplied.
PLANNED ACQUISITION: This notice is being issued for informational purposes only. The Government is seeking interested sources to fulfill Fiscal Year (FY) 26-31 requirements. The estimated quantity to be purchased is approximately 159,000,000. Initial delivery is required 180 days after award at a rate of 700,000 per month.
SUBMISSION INFORMATION: Responses shall be submitted electronically via e-mail at no cost to the Government to:

Offerors are instructed to include “5.56mm CCMCK” as the subject of their response. Interested companies should respond by providing the Government the following information:
(1) Name of company and Commercial and Government Entity (CAGE) Code;
(2) Point of Contact name, telephone number and e-mail address;
(3) Company address;
(4) Business type/size information; If a small business, please indicate any applicable socio-economic status such as: Small Disadvantaged Business (SDB), Service Disabled Veteran-Owned Small Business (SDVOSB), 8(a), HUB Zone, etc.
(5) Identification of interest in this opportunity as a subcontractor;
(6) (a) A detailed description of the company’s manufacturing, inspection, and testing capabilities, facilities, production equipment and status, personnel, and past commercial and United States Government manufacturing experience with 5.56mm cartridges for CCMCK; (b) a timeline to begin production, not to exceed 180 days after contract award; (c) monthly and annual production capacities with assumptions about number of shifts and any other production factors that may affect monthly capacities with evidence of proven monthly production at a minimum of 700,000; (d) minimum order quantity required (if applicable); (e) manufacturing lead time for each item listed (schedule shall include testing against MIL-PRF-32313 and MIL-PRF-32315, if not already performed); (f) a brief summary of possible partnering/teaming arrangements; (g) sketches, drawings, specifications, brochures and current estimated unit cost per million; (h) sources not having a previously verified design should also submit an outline of their plans and schedule to verify their design in addition to any contractor performed testing results and data to support claims that their design will conform to the MIL-PRF-32313 and MIL-PRF-32315 requirements.
Please identify any proprietary information submitted. A respondent to this survey must have the majority of the skills and facilities that are required to manufacture this item. If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period.
If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same resource criteria as the prime contractor.
