Description: In accordance with FAR 52.212-4(c) Changes, the Department of Veterans Affairs intends to modify the Veterans Enterprise Contracting for Transformation and Operational Readiness (VECTOR) multiple award Indefinite Delivery Contracts to ensure uniformity, provide clarifications, and to improve flexibility and user friendliness of the VECTOR contracts. This is a within scope $0.00 modification to the contracts, posting in accordance with FAR 5.201(a). This is NOT a request for proposals.

Anticipated award date of the modification is June 30, 2024. Any questions related to the modification shall be directed to the Contracting Officer, Tara Flores at Tara.Flores@va.gov and Contract Specialist Jennifer.Swit2@va.gov. Modification to the VECTOR IDIQ are as follows:

Updates to the contracts to ensure conformity across all contracts and ease of use. Two main changes will be made in the modification, which include the ability to cross services groups and recommended tiered evaluation criteria. Crossing Service Groups Upon award, the option to cross service groups existed. VA removed this option through a modification. VA will include the option to cross service groups, with specific directions for how to proceed with proposing as such.

Tiered Evaluation In the Task Order Procedures attachment, the evaluation criteria shows mandatory for all Task Orders. The word “mandatory” will be replaced with “recommended” and a justification required by the Contracting Officer.
