1.0 OVERVIEW

The United States Space Force (USSF) Space Operational Contracting Headquarters offers this Master Commercial Solutions Opening (CSO). This overarching solicitation framework is designed to streamline how Space Base Deltas partner with the commercial construction industry to rapidly design, build, repair, and alter base infrastructure.

This Master CSO is an overarching solicitation process. Individual project requirements will be published separately on SAM.gov as project-specific Areas of Interest (AOIs).

Critical Limitations & Authorities:

  • USSF Construction Scope: This CSO is strictly authorized for USSF design, construction, and repair projects executed under the statutory authority of 10 U.S.C. § 2808a.

  • Mandatory Fixed-Price: This CSO is ONLY to be used to award Fixed-Price Other Transaction (OT) agreements (including Firm-Fixed-Price, Fixed-Price Incentive, and Fixed-Price Award Fee structures). Cost-reimbursable agreements are strictly prohibited.

  • Exclusion of Unsolicited Submittals: The Government will NOT accept or evaluate unsolicited submittals. Industry partners may only submit White Papers in direct response to a specifically published Area of Interest (AOI).

  • FAR/DFARS Exempt: Agreements awarded under this authority are legally binding non-procurement instruments and are completely exempt from all Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) regulations. This CSO is an overarching solicitation process; it is not a Defense-based CSO and does not follow 10 U.S.C. § 3458 or DFARS 212.70.

2.0 THE SOLICITATION PROCESS

This Master CSO establishes the overarching rules, terms and conditions, and evaluation menus for USSF construction OTs. Individual project requirements, specific evaluation criteria, and submittal instructions will be provided in detail within each project-specific Area of Interest (AOI) when published.

The standard evaluation process utilizes a phased down-select method (Phase 1: White Paper, Phase 2: Oral Pitch, and Phase 3: Full Commercial Proposal) to minimize industry proposal costs and streamline award execution.

3.0 MANDATORY GOVERNMENT DIRECTIONS

All USSF Agreements Officers (AOs) executing construction OTs must strictly adhere to the following operational procedures:

  • Required Template: AOs must utilize the attached CSO Construction AOI Template to draft and publish project-specific requirements.

  • Prior Approval Required: Before publishing an AOI or initiating an OT project, AOs must obtain formal written Authorization to Proceed with an Other Transaction using this authority from their respective Senior Contracting Official (SCO).
