This is a solicitation for a web-based Jury Management System (JMS) solution and is prepared in accordance with Judiciary Guide Volume 14, § 330 Standard Competitive Contracting Procedures as supplemented with additional information included in this notice, for the Administrative Office of the U.S. Courts (AO). This announcement constitutes the only solicitation and proposals are being requested. This solicitation is unrestricted and is not set aside for small business.

The Judiciary is not subject to the FAR to include small business regulation. The AO is seeking to award a single award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a modified commercial-off-the-shelf (COTS), web-based Jury Management System (JMS) solution to assist the courts with the selection, management, and tracking of jurors, as well as performing financial and statistical calculations including interfacing with the Judiciary’s financial management system, Momentum.

The attached solicitation USCA24R030 provides details on the requirement, instructions, and evaluation criteria. The draft Task Order 0001 that the AO intends to issue as part of the award of this IDIQ is also attached. Responsible sources shall follow the instructions in the attached RFP in order to be considered. Responses to this solicitation are due no later than 12:00 P.M. ET on Friday, May 31, 2024, late submissions shall not be accepted.

All emails shall reference "RFP USCA24R0030 – Web-Based JMS" in the email subject line of your offer. Any questions on this solicitation are due to the Contract Specialist(s) by 12:00 P.M. ET on Friday, May 10, 2024 via email only. No phone calls will be accepted. AMENDMENT 0001 The purpose of this amendment is to revise Attachment 19 as follows:

1) On Page 2, within Revision History: the table is removed and replaced with the statement: This page has been intentionally left blank.

2) On Page 15, with Functional Requirement INT-JMF-018-000: the names are removed from the note in the Comments field and are updated to read: 09/04/19; The System Integrator POCs should participate in the discussion.

3) On Page 18, within API Service Technical Requirement INT-JMA-210-001: the name has been removed from the note in the Comments field and is replaced with:

ACTION: Confirm the JIFMS mapping with the ASO-OMB Chief. All other terms and conditions remain unchanged. AMENDMENT 0002 The purpose of this amendment is to:

1) Post the questions received from industry and the Government's answers in the attached Q&A Spreadsheet.

2) Revise the RFP documentation to denote changes that impacted existing sections of the solicitation and attachments.

3) The RFP SOW, Section L, Section M, Attachment 4 (Task Order 0001); Attachment 8 (Attendance Functions) and Attachment 24 (Deliverables) are hereby replaced. All other terms and conditions remain unchanged. AMENDMENT 0003 The purpose of this amendment is to extend the proposal due date an additional two (2) weeks from 05/31/2024 specified within block nine of page one of the solicitation and in Section L.1.2 Proposal Due Date.

Proposals are now due by 12:00 P.M. ET on Friday, June 14, 2024. All other terms and conditions remain unchanged. AMENDMENT 0004 The purpose of this amendment is to correct the estimated ceiling value in Section B-2 Minimum Guarantee and Maximum Contract Limitation to correctly state $38,000,000.00. All other terms and conditions remain unchanged.
