Fiscal Service Procurement on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to make award on a sole source basis in accordance with FAR 6.302-1, to The American Association for Laboratory Accreditation (A2LA) – 5202 Presidents Ct Ste 220 Frederick, MD, 21703-8515 for the purpose of Lab Accreditation. The requirement entails the Contractor’s service to come to both the Beltsville, MD and Walnut Creek, CA labs to perform onsite Lab Audit and provide accreditation certification.

TTB has two labs that ensure alcohol and tobacco products are produced, labeled, advertised and marketed in accordance with Federal law. Its objectives are to protect the revenue, protect the public, and promote voluntary compliance. TTB requires the accreditation of the labs to International Organization for Standardization (ISO) to collect revenue (taxes) on these products and to make informed decisions, reduce costs and help manage risk.

A2LA is the accrediting body that holds TTB’s current Accreditation certificate. This is a re-assessment year for TTB’s existing accreditation for both labs. A Base plus four 12-month option periods will be awarded. The American Association for Laboratory Accreditation (A2LA) is the sole accreditor for TTB’s labs. This notice will be posted through March 9, 2026. Offerors may respond to this notice if they believe they can provide TTB the same lab accreditation services that TTB currently receives.

Responses shall include the name and point of contact information for its company along with a description of the product. No solicitation package will be issued. This notice of intent is not a request for competitive quotations.

Responses shall be submitted to Purchasing@fiscal.treasury.gov - Attention: SR/RG The American Association for Laboratory Accreditation A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive in the future procurement.

Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list.
