SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of Circuit Card Assembly for the C-5 Ice Detector, NSN:

5998-01-231-4713UC, PN: 00871-1084-0001.

ITEM DESCRIPTION: The Circuit Card Assembly for the C-5 Ice Detector is located inside the C-5 Ice Detector. The C-5 Ice Detector is located on the Flight Engineer's station and its primary function is to monitor ice buildup for the C-5 Aircraft.

Impediment to Competition: The original equipment manufacturer for this item is Rosemount Aerospace INC., CAGE: 59885, which maintains its data.

Aerospace Maintenance Solutions, CAGE: 449T3 also developed their own tech data and is an approved source. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Rosemount Aerospace INC., CAGE:

59885, and Aerospace Maintenance Solutions, CAGE: 449T3, are the only known sources with adequate knowledge of the Circuit Card Assembly for the C-5 Ice Detector’s performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.

INTEREST: The DLA/AWB Contracting Office intends to award a buy contract to Rosemount Aerospace INC., CAGE:

59885, or Aerospace Maintenance Solutions, CAGE: 449T3, for the manufacture of the Circuit Card Assembly for the C-5 Ice Detector, NSN:

5998-01-231-4713UC, PN: 00871-1084-0001, in support of the C-5 program. Other interested parties may identify their interest and capability to respond to the requirement no later than December 27, 2024, by emailing matthew.white.48@us.af.mil and vanessa.moes.1@us.af.mil The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
