DLA Aviation is synopsizing and issuing a request for proposal (RFP) for the following requirement in support of the DLA V-22 Captains of Industry (COI) contract: This requirement will be for a firm fixed price (FFP) contract type with a period of performance of a one-year base and four one-year option periods to satisfy the MV-22 Advanced Maintenance Training Academy (AMTA) and improve overall readiness of the MV-22 weapons system.
The Contractor will provide Organizational level (O-level) and Intermediate level (I-level) AMTA instructional support for the V-22 weapons system. The Contractor will develop and deliver readiness related courseware to enhance V-22 system knowledge for matured maintenance technicians. Three O-level trainings will be provided annually for five days in length and one I-level training will be provided annual for dynamic component repair and composite repair for five days in length.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.3021 and will be awarded against COI SPRPA1-17-D-009U. The Bell Boeing Joint Project Office (JPO) is the original equipment manufacturer (OEM) of this aircraft with design control, authorization and documentation to manufacture and support. The Bell Boeing JPO is a joint venture of Bell Textron, Inc. and The Boeing Company and is considered a separate business entity from both parent companies.
The Government does not possess (or cannot provide) the data necessary to perform all of the required services to support the V-22 aircraft. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. Sources that are not approved, must obtain source approval from the Government.
Please note if the evaluation of source approval requirements precludes the ability to obtain subject support in time to meet Government requirements, award of the subject requirement may continue based on support needs. The Government reserves the right to add to, delete, or change any of the functions under this synopsis and RFP.
