The Defense Logistics Agency (DLA) Maritime Norfolk at Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract as Lowest Price Technically Acceptable (LPTA) Evaluation Factors for the item listed below. The required item is for commercial item prepared in accordance with the information in FAR Part 13 and FAR Subpart 12.6, as supplemented with the additional information included in this notice. The Contract Line Item (CLIN) is as follows:

CLIN 0001 QTY 10 • 2.38" I.D. X 2.88" O.D. • SHALL HAVE A MINIMUM WORKING PRESSURE OF 300 PSI AND A MAXIMUM WORKING PRESSURE OF 400 PSI • SHALL HAVE A BURST PRESSURE OF 1400 PSI • MUST HAVE A MINIMUM BEND RADIUS OF 24" • 1.40-1.50 LBS.

PER FOOT WITHOUT END FITTINGS • SHALL HAVE A TEMPERATURE RATING OF-40 DEGREES (F) TO 212 DEGREES (F) • MUST BE RESISTANT TO WEATHER, OIL, SOLVENTS, AND MILD ACIDS • HOSES ARE TO BE PROVIDED IN 25 FOOT LENGTHS (+12" / -12") WITH PLASTIC CLEANLINESS CAPS ON EACH END • SHALL HAVE A SYNTHETIC RUBBER INNER TUBE WITH A TEXTILE INNER BRAID • SHALL HAVE A SINGLE WIRE BRAID FOR REINFORCEMENT • SHALL HAVE AN OUTER TEXTILE BRAID WITH A SYNTHETIC RUBBER COVER. • EACH HOSE ASSY SHALL HAVE THE FOLLOWING FIELD ATTACHABLE FITTINGS ON EACH END: 2-1/2" MALE PIPE (NPT 8 THREADS PER INCH). FITTINGS SHALL BE RED BRASS ALLOY C84400, C90500, OR C92200 EQUAL OR EQUIVALENT TO AEROQUIP PART NUMBER 44-412-40-408.

NOTE: FITTINGS AND HOSES MUST BE FROM THE SAME MANUFACTURE The requirement will be solicited as a total small business set aside. The NAICS code applicable to this procurement is 326220, Maintenance and Repair Ship Equipment a size standard of 750 employees. The Product Service Code is 4720. The solicitation document incorporates provisions and clauses in effect through FAC 2024-01 and DFARS Change Notice 10/30/2023.

The anticipated delivery date for this acquisition is 12 July 2024. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form only.

THE SOLICITATION IS NOT YET AVAILABLE The solicitation number is SPMYM124Q0124 and it is expected to be available on or about 13 June 2024 and posted to SAM.gov, https://sam.gov/ Quotes will be due by 02:00 PM EST on 20 June 2024. Responses to the solicitation notice shall be emailed to the attention of Michael Sherrow at Michael.Sherrow@dla.mil. The Government is not responsible for inability of the Offeror's to access solicitation documents posted. No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed. All responsible sources may submit a proposal which may be considered by the Government. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal.

By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
