THIS SOLICITATION WILL BE ISSUED AS A FIRM-FIXED PRICE ONE TIME LARGE PROCUREMENT FOR A SINGLE NSN ITEM 4730-013330181 ITEM DESCRIPTION: COUPLING HALF, QUICK DISCONNECT NO OPTION WILL BE EXERCISED. Quantity up to 300 each. Delivery is 400 days. F.O.B. is Origin. Inspection/Acceptance is ORIGIN. All responsible sources may submit a proposal, which shall be considered. The subject requirement is foracquisition of one NSN for various end items.

The solicitation will be available in DIBBS on October 16, 2024 at https://www.dibbs.bsm.dla.mil/RFP/. Copies of the solicitation will not be available until 15 days aft er this notice is published in SAM. While price may be significant factor in the evaluation of offers, the final award decision will be based upona combination of price, delivery, past performance, and other evaluation factors as described in thesolicitation.

This is a restricted source item and requires engineering source approval by the Government design controlactivity. Adequate data for the evaluation of alternate off ers is not available at the procurement agency. The off eror must provide a complete data package including data for the approved and alternate part forevaluation.

AMS/AMSC: 3/C CRITICAL APPLICATION ITEM THIS IS A NAVY IDENTIFIED CRITICAL SAFETY ITEM (CSI) TRACEABILITY TO APPROVED CSI SOURCE AND AUTHORIZED DISTRIBUTOR DESIGNATION IS REQUIRED ON ALL CSI PURCHASES. ALL DEALERS MUST PROVIDE TRACEABILITY DIRECTLY BACK TO APPROVED OEM ON ALL CSI PURCHASES. SOURCES THAT ARE NOT APPROVED FOR THIS NSN ARE REQUIRED TO SUBMIT A FULL SOURCE APPROVAL REQUEST (SAR) TO DSCC BY THE CLOSING DATE OF THIS SOLICITATION.

THE DATA PACKAGE WILL BE SUBMITTED TO THE SOURCE APPROVAL AUTHORITY AND THEY WILL DETERMINE IF THE SOURCE IS ACCEPTABLE. $200 LOCAL EVALUATION COST AND $1500 ESA EVALUATION COST ADDED TO ALTERNATE OFFERS BEFORE SUBMISSION OF DATA PACKAGE IS CONSIDERED.

DUE TO CRITICALITY AND TIME REQUIRED FOR ESA EVALUATION OF ALTERNATE OFFERS, IT MAY NOT BE POSSIBLE TO CONSIDER ALTERNATE OFFERS FOR CURRENT AWARD, BUT THOSE MEETING EVALUATION CRITERIA WILL BE CONSIDERED FOR FUTURE PROCUREMENTS IF APPROVED BY ESA AFTER SAR EVALUATION.

TECHNICAL DATA WILL NOT BE AVAILABLE AT THE TIME OF THE SOLICITATION One or more of the items under this acquisition may be subject to an Agreement on GovernmentProcurement approved and implemented in the United States by the Trade Agreements Act of 1979. Alloff ers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition ofCommercial Items, in its solicitation for the described supplies or services. However, interested personsmay identity to the contracting off icer their interest and capability to satisfy the Government's requirementwith a commercial item within 15 days of this notice. The Government may utilize on-line Reverse Auctioning as a means of conducting price discussions underthis solicitation.

By submitting a proposal in response to the solicitation, off erors agree to participate in theReverse Auction and their prices may be publicly disclosed, including to other off erors, during the ReverseAuction. An off eror's final auction price will be considered its final proposal revision. No price revisions willbe accepted aft er the close of the Reverse Auction, in accordance with FAR 15.307.
