Into-Plane Reserve Storage Pre-Solicitation Notice Brisbane (YBBN), QLD, Australia

Overview The Defense Logistics Agency (DLA) Energy intends to issue a solicitation no later than 7 July 2025 for the Into-Plane / Purchase Program 1.2P PACOM (Overseas) requirement. This solicitation seeks into-plane and reserve storage services for vendor-owned fuel in support of the location identified below. The acquisition will be full and open for all qualified vendors.

The anticipated performance period is from 7 August 2025 through 6 August 2030. Requirement Location: Brisbane International Airport (YBBN) Brisbane, Queensland, Australia Requirement Description CLIN Service Type Location Country Fuel Type Quantity 0001 Into-Plane Brisbane International Airport Australia JA1 Aviation Fuel 780,000 USG 0002 Reserve Storage Brisbane International Airport Australia JA1 Aviation Fuel 7,800,000 USG Anticipated Solicitation Requirements Vendors may be required to provide the following documentation with their proposals: Certificate of Analysis (COA) or Certificate of Quality (COQ) for each fuel type MSDS/SDS sheets for each product offered If not the Refueler or Fixed-Based Operator (FBO), a Commitment Letter from the servicing FBO A letter disclosing all contractor team arrangement relationships (e.g., partnerships or joint ventures per FAR 9.601) Conditions for Offerors at Time of Submission SAM Registration: Offerors must be registered and active in the System for Award Management (SAM) at https://sam.gov/SAM Operational Capability: Vendors must be capable of delivering uninterrupted Into-Plane services and reserve fuel storage at YBBN, as well as provide supplementary storage capacity within a 500 km radius.

Offerors SHALL utilize pre-existing reserve storage capabilities at or near Brisbane Airport. No other solutions will be accepted. Additional Information The Government reserves the right to conduct a pre-award survey during the solicitation process. A formal Q&A period will be provided to all interested parties once the solicitation is posted.
