This procurement is Fixed-price with Economic Price Adjustment and was awarded sole source. This contract is sole source per 10 U.S.C. 2304(c)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements , as implemented by FAR 6.302-1. It is sole source as there was only one respinsible source and no other supplies or services will satisfy agency requirements.

In the current cardiovascular marketplace, Cook Medical produces their own line of Cook Medical products and product selection is not based solely on price and is overshadowed by physician prference/experience and highly specialized training on use of specific surgical items. This was confirmed through market research and that fact that only one source (the awardee) respinded to thes sources sought noitce.
