This is a solicitation for Mechanical Shock System Test Equipment for the Product Test Center in Columbus, Ohio. Please review the attached solicitation in full and fill out the vendor response sections. Please submit quotes directly to Blair.Hartley@dla.mil. The below technical specifications are provided for convenience, however please review the solicitation in full for pertinent information.
Technical Specifications Mechanical Shock System DLA Product Test Center, VTP I. The contractor shall provide all labor, materials, tools, transportation, supplies, supervision, etc. (except as noted), necessary to provide all components for a Mechanical Shock System to the Defense Supply Center Columbus (DSCC), Columbus, Ohio. The salient characteristics of the Mechanical Shock System are as listed below:
A. Avex, SM-105 MP, with support equipment, Brand Name or Equal with the following salient characteristics:
1. Shall be new, not refurbished.
2. Shall be supplied with Operating manual.
3. Shall have: control unit with all necessary hookups required to operate shock machine with permanent software license if applicable.
4. Shall be capable of operating on standard US 120V, 15A power supply outlet.
5. Shall generate, at a minimum, shock profiles without additional accessories, or must be compatible with Avex pulse generators that produce the following table waveform profiles: Sawtooth Half Sine 30G in 11ms 30G in 10ms 50G in 11ms 40G in 10ms 75G in 6ms 50G in 10ms 100G in 6ms 75G in 5ms 75G in 10ms 100G in 5.5ms 300G in 3ms 500G in 1ms 1,000G in 0.5ms 1,500G in 0.45ms 6. Shall be able to handle test specimens up to 50 pounds.
7. Shall work with fixtures designed for Avex SM-105 moving platform bolt-hole pattern. 8. If compressed air is required, then system must be able to operate with standard 100 psi shop air. 9. Shall have support isolators to effectively reduce impact force transmission into the floor.
10. Shall have: NIST Traceable Calibration Certificate and ISO 17025 accredited calibration certificate with data and uncertainties B. Required Upgrades and Accessories - Brand Name or Equal: 1. All electrical cables and pneumatic hoses required to install system. C. Place of Performance The instrument shall be delivered to:

Invoicing Payment of invoices will be accomplished by payment through the Defense Finance and Accounting Service. Invoices will be submitted to the Wide Area Workflow (WAWF) system in accordance with DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports and DFARS 252.232-7006 Wide Area Workflow Payment Instructions within 10 workdays after the conclusion of each training session. F. WAWF Acceptance DODAAC# 1. TA Lab is SL0700.
G. Other Requirements:
1. Delivery: 30 days from date of the award.
2. Contractor shall give notification to Eric Kelly (eric.kelly@dla.mil /614-692-9862) when the instrument is ready to be delivered.
3. All shipping costs are to be included in the contracted price.
4. The instrument shall be delivered to:
