NOTICE: This is a Sources Sought/Request for Information (RFI) issued solely for market research in accordance with FAR 10.001(a). This announcement does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or a commitment by the Defense Contracting Services Office - Richmond to issue a solicitation in the future. No pricing or offers are being requested or will be accepted at this time.

Responses to this notice will be treated as informational only and will not be considered as offers or proposals. Submission of a response does not guarantee any future business with the Government. Respondents are solely responsible for all costs incurred in preparing and submitting responses to this notice.

The Government will not reimburse any expenses associated with responding to this RFI. Information received may be used by the Defense Contracting Services Office - Richmond to help shape its acquisition strategy, develop a Performance Work Statement (PWS), or draft performance specifications. Respondents are encouraged to appropriately mark any proprietary or competition-sensitive information.

The Government may contact respondents for additional clarification and may also reach out to other customers to gather further insights related to contractor’s capabilities. Responding to this RFI is not required to participate in any future solicitation. However, the Government reserves the right to use responses to refine future requirements.

PROJECT OVERVIEW: The Defense Contracting Services Office - Richmond is conducting market research to identify qualified contractors capable of providing Mechanical Building Maintenance Services at the Defense Logistics Agency, Andrew T. McNamara Headquarters Complex (Facility) 8725 John J. Kingman Road, Fort Belvoir, VA 22060-0621. The scope includes, but is not limited to:

Routine mechanical maintenance Operation and repair of equipment Minor alterations General care and upkeep of mechanical systems The contractor shall furnish all necessary management, labor, supervision, tools, materials, equipment, incidental engineering, and transportation to perform the services in accordance with applicable industry standards, codes, regulations, and federal specifications. The prime contractor must be able to self-perform at least 90% of the mechanical building maintenance services. Additional details can be found in the Draft PWS (attached).

INFORMATION REQUESTED: Interested contractors are invited to submit their Cage Code, Business size, 8(a), large business, small business, GSA schedule number, if any, and a technical capability statement outlining the contractor's ability to meet the requirements detailed in the Draft PWS. Provide experience and identify contracts in which Mechnical Building Maintenance Services of the same capacity was provided.

Include dollar value of contract and square footage of building of any Mechnical Building Maintenance Services provided. The technical document should demonstrate relevant experience, qualifications, and capacity to perform the required services at the specified location.
