Pre-solicitation Synopsis: DLA Aviation at Warner Robins, GA has a follow-on requirement for Chemical Management Services (CMS) / Third Party Logistics (3PL) Support Services in support of the Warner Robins Air Logistics Complex (WR-ALC) at Warner Robins Air Force Base (AFB), GA. The Contracting Office for this acquisition is DLA Distribution in New Cumberland, PA.

The scope of this requirement includes all aspects of the chemical management lifecycle including demand planning and forecasting, supplier research and market analysis, material availability analysis, procurement, receipt and storage, inventory management, quality control, delivery and distribution, warehouse management, customer service support, monitoring and reporting, training, disposal, and continual process efficiency; each which poses its own costs and risks.

The requirement is for a single award contract with a base period of one year with four one-year option periods, inclusive of a five-month phase-in period. The estimated period of performance (PoP) dates for this requirement are shown below.

PoP Dates: Phase In Period 01 February 2025 – 30 June 2025 Base Period 01 July 2025 – 31 January 2026 Option Period 1 01 February 2026 – 31 January 2027 Option Period 2 01 February 2027 – 31 January 2028 Option Period 3 01 February 2028 – 31 January 2029 Option Period 4 01 February 2029 – 31 January 2030 The Request for Proposals (RFP) will be issued pursuant to an unrestricted, full and open competition, in accordance with FAR Part 12 – Commercial Products and Commercial Services and FAR Part 15, Contracting by Negotiation.

Proposals will be evaluated in accordance with FAR 15.101-1, Tradeoff process, source selection procedures. It is anticipated that contract award will be made in January 2025. The NAICS code and Size Standard are 493110 and $34 million, respectively. All documents related to this notice will be posted to the SAM.GOV website. There will be no advance notification of amendment/modification/solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations.

The tentative timeframe for issuance of the RFP for the above stated requirement is on or around the week of June 10, 2024. The pre-proposal/site visit is planned for May 30, 2024.
