Amendment 0001 is hereby posted to answer questions that were asked in the question period. See attachment This Combined Synopsis/Solicitation (CSS) is being issued to establish a firm-fixed-priced (FFP) to provide a web-based platform specifically customizable to the needs of the DLA Installation Management at Susquehanna police department IAW Attachment 1- Statement of Work and Attachment 2- Course Catalog Classes.

To include 24/7/365 access to computer based, law enforcement centric training courses and videos to include mental and emotional support programs tailored to first responders. A minimum of 150 courses must be Pennsylvania Municipal Police Officers Education and Training Commission approved. The Government intends to award one (1) purchase order as a result of this CSS which will be issued on a Standard Form (SF) 1449. This is a non-personal services requirement.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Government and the Contractor understand that the services to be provided under this contract by the Contractor are non-personal services and that no employer-employee relationship exists between the Government and the Contractor.

The Government may provide technical direction, which will assist the Contractor in accomplishing the SOW; however, the Government will not control the methods used by the Contractor to perform the service requirements set forth in the SOW. Attachment 1- Statement of Work. This combined synopsis solicitation is being solicited as 100% Small Business Set-Aside.

The Product Service Code (PSC) for this acquisition is U008 (Training/Curriculum) and the North American Industry Classification System (NAICS) code is 611430 (Professional and Management Development Training) with a size standard of $15M.
