DLA Energy Bulk Petroleum FMS

SEE ATTACHMENT This is a synopsis for the Bulk Fuel procurement under the Foreign Military Sales (FMS) program. A Sources Sought Notice for this requirement was previously publicized under solicitation number SP0602-24-R-0700 on August 29, 2024. The Sources Sought Notice has closed and market research is complete. This procurement will cover requirements for a base year and three option years. The ordering period for the base year is the date of award through January 31, 2026. The delivery period for the base year is February 1, 2025, through January 31, 2026, with a 30 day carry over period. The estimated requirements for the base year are as follows:

56,000,000 USG Diesel Fuel Oil (EN590), NSN: 9140-01-556-9156, Quantity: 28,000,000 USG Option Year One (OY1)

Ordering Period: Date the option is exercised through January 31, 2027. Option Year One (OY1)

Delivery Period: February 1, 2026 through January 31, 2027, with a 30 day carryover period. Option Year Two (OY2)

Ordering Period: Date the option is exercised through January 31, 2028. Option Year Two (OY2)

Delivery Period: February 1, 2027 through January 31, 2028, with a 30 day carryover period. Option Year Three (OY3)

Ordering Period: Date the option is exercised through January 31, 2028. Option Year Three (OY3)

Specification No. 7-46311791-90/25E EN590: Specification No. 7-46311793-90/25E Fuels may be provided from any East/Gulf Coast port or the U.S. Possessions of Puerto Rico or the Virgin Islands. Only FOB Origin tanker offers are acceptable. Award is subject to the availability of funds. This procurement will utilize full and open competition in accordance with FAR 6.1 Tanker size is 14,000,000 USG of either a single product or combination of products.
