SLAC Job Order Contract

SLAC Job Order Contracting SLAC has a requirement for Job Order Contract (JOC) services to support construction, alteration, and repair of scientific, industrial, office, civil, utility projects, and minimal design on the SLAC campus. SLAC also has a need for project management, planning, estimating, labor, transportation, materials, equipment, tools, supervision, and other associated tasks necessary to fulfill the construction requirements of each JOC Task Order.

The Contract Documents include a Construction Task Catalog® containing Prepriced Tasks for construction work with preset Unit Prices. All Unit Prices are based on local labor, material and equipment costs and are for the direct cost of construction. This contract will provide for a one (1) year Base Period and up to four (4) Option Periods.

All Task Orders issued during any term of this Contract shall be valid and in effect notwithstanding that the Detailed Scope of Work may be performed, payments may be made, and the guarantee period may continue, after such period has expired. All terms and conditions of the Contract apply to each Task Order. As Projects are assigned, the Contractor will attend a Joint Scope Meeting with SLAC to review and discuss the proposed work.

SLAC will prepare a Detailed Scope of Work and issue a Task Order Request for Proposal to the Contractor. The Contractor will then prepare a Task Order Proposal including a Price Proposal, construction schedule, list of proposed subcontractors, and other requested documentation. Full project details and requirements can be found in the SOW and supporting documentation. MINIMUM QUALIFICATIONS The Offeror’s General Contractor’s license has not been revoked within the past five (5) years.

The Offeror’s company has not been debarred within the past five (5) years from working on any U.S. government contracts/subcontracts. Neither the Offeror’s firm, nor any of its owners or officers have been convicted of a crime involving the awarding of the contract of a government (U.S. Federal, State, and City) construction project, or the bidding or performance of a government contract. Offeror must have an established local office for a minimum of 2 years in the San Francisco Bay Area.

The San Francisco Bay Area is defined as the following 10 counties: Santa Clara, San Mateo, San Francisco, Alameda, Contra Costa, Marin, Napa, Sonoma, Solano, and Santa Cruz Counties The Offeror must list any U.S. projects within the past five (5) years that have been terminated for default. The Offeror’s company cannot have any U.S. projects within the past five (5) years that have been terminated for default.

The Offeror must have previous experience working at Department of Energy (DOE) and/or Department of Defense (DOD) Facilities SOURCES SOUGHT RESPONSE Interested firms with the skills and capability to complete the above scopes are invited to submit a written response to this Sources Sought Notice.
