SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

Liquid helium variable temperature system basic unit for ESR measurement – QTY:1 performed between 2.5 K and 400 K compatible with JES X3 series ESR instruments (Liquid Helium Variable Temperature System/BU) Quote is for product only; no on-site services permitted. Source selection will be based on Lowest Price and Technically Acceptable Method (LPTA). Technical evaluation criteria are as follows:

Must be demonstrably compatible with JEOL X3-series Electron Spin Resonance Spectrometers Must be able to achieve a variable temperature range of 2.5 K to 420 K. Must be able to achieve a 15 minute cool down time from 293 K to 2.5 K Must achieve a temperature stability of ±0.5 K Must not consume more than 1.5 L of liquid Helium per hour at 4.5 K Must accept a dewar adapter diameter of 5/8 inch Must be compatible with a power supply of 100V – 200V AC, 1 Amp Must accept sample tube with 5 mm outer diameter Must be compatible with the following JEOL ESR cavities: ES-UCX2, MCX1A, MCX3B, ODMRC, 14040DMC Must include the following components: the cryostat itself (inclusive of heater and sensor), transfer line, dewar adapter, Flow meter, and temperature controller Must be compatible with liquid nitrogen and gaseous nitrogen for measurements between 80 K and 400 K. Must be compatible with a 600L/min vacuum pump for measurements between 4.2 K and 2.5 K Please provide a price and lead time quotation by COB 9/30/2025.

Buy American Act Certification (BAA) applies to awards that are over $10,000. Representations & Certifications Rider is required. All subcontractors are required to register in the System for Award Management (www.sam.gov). The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev. August 2023) will be made a part of the resulting order. Payment Terms will be NET-30 (SLAC is unable to do advance payments and or Prepayments).
