The subject RFP is a Sources Sought Notice only to identify General Contractors (GC) who are capable of completing the planned construction of the Materials Characterization and Quantum (MQC) performance Molecular Beam Epitaxy (MBE) installation project, to support the MBE tool and its utility infrastructure installation. This is not a solicitation for proposal or quotations and no award will be made from this Notice.
SLAC intends to issue a formal solicitation later based on responses from this Source Sought Notice. The site for these services is at the SLAC National Accelerator Laboratory, 2575 Sand Hill Rd, Menlo Park, CA 94025. The MQC and MBE installation projects are directly funded by the DOE's Office of Science.
The attached construction RFP documents consist of administrative and technical specifications and drawings approved by SLAC’s Building Inspection Office (BIO) and will be used as the basis for formal construction design and technical proposals.
PLANNED SCOPE AND DESCRIPTION OF SERVICES The basis of the construction effort is to complete the work indicated in this SOW to deliver fully functional power, Process cooling water (PCW) system, Closed Loop CHWS/CHWR system, Liquid Nitrogen (LN2) Distribution, Process Gas System, Cryo-Compressor and LN2 Pumping Equipment, Electrical feeders for the MBE tool and mechanical systems, and Structural anchoring for the MBE tool and infrastructure systems.
SLAC National Accelerator Laboratory is seeking to award a design-bid-build (DBB) construction subcontract to an experienced and highly qualified and skilled GC, to perform the requirements identified on the Statement of Work. The GC is required to complete the MQC and MBE installation projects as detailed within the SOW; it’s supporting attachments and drawings.
The GC is required to adhere to the project schedule, as outlined within the Statement of Work (SOW), while working in conjunction with SLAC to deliver the utmost safety, quality, and meet or surpass the administrative and technical requirements detailed in the RFP documents. A construction contract will be awarded to the most qualified GC.
The GC will finalize construction by performing, testing and commissioning of all new building systems working with the Project and SLAC Operations Teams for a completed facility that will transfer to SLAC Facilities and Operations and TID groups. DRAFT REQUEST FOR PROPOSAL SLAC will use a single step Best Value Trade Off (BVTO) selection method to identify the most qualified DBB GC. The RFP and relevant references are provided to present the general scope and acquisition method for the project.
This Sources Sought Notice is NOT A SOLICITATION but instead is to identify interested vendors for the upcoming formal solicitation release. SOURCES SOUGHT RESPONSE Interested GCs with the skills, capability, workload capability, and ability to obtain bonding to complete the planned project scope are invited to submit a written response to this Sources Sought Notice.
