FBI INTENT OF SOLE SOURCE TO PENLINK

The Federal Bureau of Investigation intends to sole source to PENLINK for the PENLINK software program for he FBI Los Angeles Field Office. This requirement is for the Los Angeles Field Office Division and will be awarded to PENLINK. Per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contracting Officer Hong Nguyen by email.

The email address is HNGUYEN2@FBI.GOV. All capability statements or quotes shall be received before the closing date and time. Attached is the Sole Source Justification for only one responsible source that can meet the agencies minimum need under FAR Part 13.
