PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price contract with Qiagen, LLC., to purchase an extended support plan for six (6) MiSeq FGx Next Generation Sequencer instruments.
Location: 19300 Germantown Rd. Germantown, MD. 20874 The FBI, Laboratory Division (LD), intends to purchase Qiagen MiSeq FGx extended support plan. This service agreement is for six (6) MiSeq FGx Next Generation Sequencer instruments which will ensure preventive maintenance needs, instrument failures, instrument upgrades, and other necessary items are addressed in a timely and cost-effective manner.
Support and maintenance for these instruments are critical for the FBI Laboratory to continue its NGS validation and implementation. Qiagen (formerly known as Verogen) is the sole manufacturer and distributor of the MiSeq and instruments and their associated peripherals; therefore, they are the only company capable of providing the necessary service and support. Justification is available upon request.
This notice will be distributed solely through the General Services Administration's System for Awards Management website (www.SAM.gov). Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing and Product Service Code, 6640, Laboratory Equipment and Supplies.
The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and/or capabilities statement to this requirement by contacting Contracting Officer, Adelle Bolton by email at albolton@fbi.gov no later than 05:00 PM EST on 02/06/2024. Responses sent utilizing other means will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement.
A determination by the government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors shall be registered in the System for Awards Management (SAM.gov) to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment.
