THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO 3DB LABS, INC. FOR MONARCH RADIO FREQUENCY SEARCH PLATFORMS WITH ASSOCIATED HARDWARE AND TRAINING. The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD), the Contracting Activity, intends to award a sole-source, firm-fixed-price purchase order for the Pentagon Force Protection Agency, Threat Management, Intelligence and Investigations Division, Counterintelligence Branch, the Requiring Activity, to 3dB Labs, Inc., 9050 Centre Pointe Drive, Suite 340, West Chester, OH 45069. (SAM Unique Entity ID: XUYCKEHX8CD9;

CAGE: 34XG3). In order to meet the Government’s mission to investigate, analyze, and respond to foreign adversarial threats across a vast radio spectrum, the Pentagon Force Protection Agency (PFPA) requires procurement of the following MONARCH Radio Frequency Search Platform with Associated Hardware and Training (Quantity and Description) (60-day delivery period).

2 Stripped MONARCH laptop system (no camera, no Bluetooth, no mic, no Wi-Fi) with SCEPTRE-10G-ITAR on a 16” Dell 7670 or equivalent with 1TB NVMe storage for OS, 8TB of internal NVMe RAID storage, and transit case with added Signal Hound SM435C spectrum analyzer (Extended temperature range option, 10GbE SFP+ interface). Single channel receiver with 160 MHz instantaneous bandwidth and coverage from 100 kHz to 43.5 GHz. 2 Omni-directional antenna with coverage from 20 MHz - 40 GHz.

Tripod, RF cable, and RF adapter included. Packaged in hard case with custom foam. 2 An additional year of software support and maintenance for SCEPTRE-10G-ITAR. 1 Ten-day onsite SCEPTRE training, CONUS for up to six students. 2 FOB Destination, Included. The Contracting Officer has determined that 3dB Labs, Inc. has the capability to not only meet all salient requirements for these items but also is the only vendor that can meet all salient requirements.

This is a new requirement slightly over the Simplified Acquisition Threshold. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii) under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures, and 10 U.S.C. 3204, Use of procedures other than competitive procedures. The NAICS code utilized for this procurement is 334111, Electronic Computer Manufacturing, with a Small Business Size Standard of 1250 employees.

The PSC code is 7A20 IT and Telecom – Application Development Software (Perpetual License Software). This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.
