The Centers for Medicare & Medicaid Services (CMS) intends to extend the Period of Performance for the Research, Measurement, Assessment, Design, and Analysis (RMADA) 2 Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle.
The RMADA2 IDIQ is currently being recompeted under solicitation 75FCMC25RJ018 utilizing full and open procedures; however, the current RMADA2 IDIQ ordering period ends July 31, 2025. As a result of the potential for delays in the recompete of the RMADA3 IDIQ, a determination has been made that there is a continued need for the current RMADA2 IDIQ, past July 31, 2025. This is a temporary action to maintain critical services while the competitive follow-on IDIQ is awarded.
It is the Government’s intent to modify the terms of the current RMADA2 IDIQ so that once the ordering period for RMADA3 IDIQ begins, no new Government requirements will be ordered against the current NEC IDIQ, regardless of its extended Period of Performance. The extension will allow the Government to continue placing orders under the existing IDIQ contract beyond July 31, 2025, for a period not to exceed twelve (12) months.
The proposed sole source extension will provide CMS the ability for the RMADA2 IDIQ to continue to serve as CMS' primary mechanism to support CMS’ model programs. By extending the RMADA2 IDIQ, CMS avoids allowing the IDIQ to expire before the replacement is in place, which would disrupt operations and negatively impact mission readiness.
