This notice is a Combined Synopsis/Solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested.

The Solicitation number is RFQ-NIAID-25-2251329 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP).

The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-01, November 12, 2024. The North American Industry Classification System (NAICS) code for this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million. The requirement is being competed full and open competition, un-restricted, and without a small business set-aside.

The Laboratory of Viral Diseases (LVD) of The National Institutes of Allergy and Infectious Disease (NIAID) at the National Institutes of Health (NIH) carries out investigations of the molecular biology of viruses, the interactions of viruses with host cells, the pathogenesis of viral diseases, and host defense mechanisms.

The goals of the Laboratory of Viral Diseases (LVD) are to determine the mechanisms used by viruses to infect cells, express and replicate their genomes, assemble infectious particles, and evade the host immune response. Basic information obtained from these studies is used to design antiviral agents and live and subunit recombinant vaccines. Research performed at the LVD will utilize flow cytometers for collection of data from samples, and analysis of that data.

Specifications of Requirement: This solicitation seeks coverage for parts and services for required maintenance of a Cytek Aurora 5 flow cytometer, and its lasers during a one-year period of performance. Coverage is to apply to the instrumentation and lasers to include labor, travel expenses, and parts. For the Cytek Aurora 5 the contractor will be expected to deliver: 2 Preventive Maintenance (PM) inspections during the period of performance, including all non-consumable parts, travel, and labor for repair visits.

48-hour guaranteed response time for non-functional instruments. 24-hour guaranteed response time for technical support. Unlimited telephone technical support. On-site and remote assistance, including assistance with panel design, data analysis, assay optimization and troubleshooting, and general scientific consultation by a dedicated regional Technical Applications Specialist. Software revisions released during the agreement. Unlimited service visits Monday-Friday.

Unlimited telephone support for instruments, reagents, and applications to be provided at no extra charge. The government will provide access to instruments for service technicians, including escorts from the front guard desk to the instrument. *Third-party vendors must include their guaranteed response time as well as documentation of OEM trained technicians.

Payment Terms: Quarterly in Arrears.

Period of Performance: The length of performance is a base with three (3) one-year option period with the period of performance dates: -Base Year – 4/23/2025 – 4/22/2026 -Option Period 1 – 4/23/2026 – 4/22/2027 -Option Period 2 – 4/23/2027 – 4/22/2028 -Option Period 3 – 4/23/2028 – 4/22/2029 Place of Performance:
