NATO Business Opportunity: Provision of NATO DCIS Detachments to Support NCS and Connect Eligible NSF

The NATO Communications and Information Agency (NCI Agency) intends to issue a Request for Quotation (RFQ) for the procurement of CIS and non-CIS items for the upgrade of the existing Deployable Communication and Information (DCIS) capabilities, as part of initial improvements and integration of existing assets into the NATO Enterprise architecture.

Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 4) register with the NCI Agency’s eProcurement tool, Neo: https://www.ncia.nato.int/business/neo-eprocurement.html The reference for the RFQ is RFQ-CO-423274-DCIS-NDD and all correspondence concerning the RFQ should include this reference.

Competition Type: BOA+ Lowest Priced Technically Compliant SUMMARY OF REQUIREMENTS Project Objective This project aims to upgrade or replace the existing DCIS capabilities, as part of initial improvements and integration of existing assets into the NATO Enterprise architecture. More specifically the project aims to:

• Reconfigure and expand six (6) Remote Network Modules (RNMs) and sixteen (16) Wireless Crypto Routers (WiCRs). • Anchor the above Small NDDs on the Mission Anchor Functions (MAFs) over NATO Controlled and Non-NATO Controlled military and commercial bearers, • Extend the MAF by providing Virtual Private Networking (VPN) anchoring services over non-trusted connection bearer (i.e. Internet of Opportunity) for the Small NDDs (RNMs, WiCRs), • Provide Test equipment for SATCOM for the Small and Medium NDDs. • Provide Video Teleconference (VTC) Multi-Control Units (MCU) for the large NDDs in order to enable self-sustained VTC services in a deployable environment.

Scope of Work The scope of this procurement encompasses the provision of equipment, CIS and non-CIS for the below requirements in three Work Packages: Work Package 4 - Provide Non- CIS Equipment for the Break Out Boxes of Small NDDs Work Package 5 - Provide Test equipment for Small NDDs Work Package 6 - Provide Deployed VTC Multi-Control-Unit and VTC end-point Equipment Period of Performance The Period of Performance is anticipated to start in Q1 2025 and end in Q2 2025. This timeline represents the anticipated duration of the Project, and adjustments may be made as per the requirements of the solicitation process and subsequent contractual agreement.

Technical Constraints The proposed CIS and non-CIS items to be procured should meet the requirements stated in the RFQ to be released. Otherwise, an alternative product should be proposed by the potential contractor. Warranty and O&M Support Following final acceptance, the contract will require warranty for any hardware and software delivered. The contract is not expected to include O&M support following acceptance of the final operational delivery.

BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application.

The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.
