Synopsis: Battelle Memorial Institute (Battelle), Pacific Northwest Division in operation of the Pacific Northwest National Laboratory (PNNL) for the U.S. Department of Energy (DOE) is requesting information from potential suppliers regarding their capabilities to modify the maximum velocity value (Vmo) on a Bombardier Challenger 850/CRJ-200 (CL-600-2B19), Serial Number (S/N) 7152, installed Proline 4 aircraft data computers (ADC-850A) for both the Captain and First Officer.

Description of Need: Battelle is seeking information from potential Offerors regarding their capabilities to change the maximum operating speed limits, VMO/MMO, for a Bombardier Challenger 850 (Model CL-600-2B19) currently undergoing modifications. This shall revise the visual limit speeds displayed on, both the Captain and First Officer Primary Flight Displays (PFD’s) and the speeds at which the aural overspeed warning is triggered.

Note, the final revised airspeed limits will be provided after potential contract award, if any. After revision, the aircraft must show continued compliance with 14 CFR §25.1303(b)(1)(c)(1) and operate in the Standard category. The installation should not require significant alteration to the Avionics Bay or require additional space to accommodate or impede installed scientific equipment.
