This announcement serves as a Pre-Solicitation Synopsis Notice for a Request for Proposal (RFP), which will be issued by the National Oceanic and Atmospheric Administration (NOAA) for the procurement of up to ten AN/APY-11 Multi-Mode Radar (MMR) Systems, non-recurring engineering elements for the design and configuration of the system on NOAA's forthcoming C-130J Aircraft, as well as optional 360 degree auxiliary radar panel upgrades.

The requirement will include a five-year period from approximately November 30, 2025 through November 29, 2030, where optional Contract Line Item Numbers (CLINs) may be exercised at any point throughout the five-year period. This Pre-Solicitation Synopsis Notice is for information and planning purposes only and does not constitute a formal RFP.

The Eastern Acquisition Division (EAD) of NOAA’s Acquisition and Grants Office (AGO), on behalf of the Platform and Infrastructure Acquisition Division (PIAD) of NOAA’s Office of Marine and Aviation Operations (OMAO), anticipates issuance of the RFP for the aforementioned supply on or about August 15, 2025 in accordance with FAR Part 15, Contracting by Negotiation.

The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified) for delivery in accordance with the RFP Attachment J.1 - Statement of Work and the Justification for Other Than Full and Open Competition (JOFOC) specifying the Sole Source restriction for this requirement (in reference to the corresponding Notice of Intent to Sole Source, identified as REQUIREMENTS-25-APY11, posted to SAM.gov on April 8, 2025).

The requirement will be directly solicited to the sole source firm authorized by 41 U.S.C 3304(a)(1) and Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The applicable North American Industry Classifications System (NAICS) code of 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

This Pre-Solicitation Synopsis Notice is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue a RFP, nor will the Government be liable for any costs involved for submission of information in response to this notice. The Government anticipates awarding a Single Award Contract to the sole source provider, after a determination of technical acceptability and fair and reasonable pricing.

The RFP will not be issued via electronic posting on the Government wide Point of Entry (GPE), sam.gov, as the RFP will be sent directly to the sole source firm. *NOTE: Information contained in this synopsis is subject to change. The information contained in the RFP will supersede any conflicting information contained herein.
