SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions. SLAC has a requirement for a U.S. domestic end item source of the following:
Qty-1 XC-JDC-INFHE-S-20-57533, Infinite Helium Plus unit with separated cryostat. Laskeshore brand or equivalent Technical Criteria – Fully compatible with existing Janis ST-400 cryostat and allows for continuous rotation of the cryostat. A cold head with 2 W cooling power at 4.2 K. Measured base temperature below 2.6 K with standard ST-400 cryostat with close radiation shield. A water-cooled compressor for cooling the cold head. Fully automated operation with a touchscreen display/user interface.
Vendor supplied software with API for customer software integration. Modular design so that cooling cryostat may be mounted closer to the ST-400 cryostat and separated from the gas handling system and compressor. Description of the item being purchased – a cryogen free closed cycle refrigerated system for cooling continuous flow cryostats (Janis Model ST-400) on the beamline 5-4 at SSRL.
Besides the compatibility with the existing cryostat, the cooling power, base temperature, and full automated operations are critical requirements. Source selection will be based on Lowest Price and Technically Acceptable Method (LPTA). Please provide a price and lead time quotation by COB 03/25/2025. Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information. For Offeror to be eligible for a subcontract award with the University and the U.S. Department of Energy (DOE), Offeror shall be registered with the System for Award Management (SAM). Entities may register at no cost directly at the SAM website: https://www.sam.gov.
The resulting purchase order shall be performed in accordance with SLAC National Accelerator Laboratory's Terms and Conditions for Fixed Price Commercial Supplies and Services dated August 2023. NOTE: The following documents are attached in this solicitation.
