This is a presolicitation notice of the Government's intent to award a sole source award for the RCAPM Application RRIF Program. The authority for restricting competition in accordance with DOT Class Deviation 2025-23 is FAR 12.102 under 41 U.S.C. 1901 only one source.
The Federal Highway Administration (FHWA) intends to solicit from a single source and execute a new sole source contract with Banclab LLC. This contract will continue work currently being performed under 693JJ320P000037 to support and maintain the Railroad Credit Assessment and Portfolio Management System (RCAPM) that supports the Build America Bureau Credit Office's Railroad Rehabilitation and Improvement Financing (RRIF) and assist the office, through the use of this system, in generating loan level subsidy calculations, modification cost analyses, and annual re-estimates, as well as the annual budget formulation calculations in accordance with Federal Credit Reform Act (CRA) requirements.
Only Banclab has the required knowledge and experience to support and maintain this system in the short term while the Department of Transportation transitions to Google and aligns its requirement with the OneGov initiative. This sole source award will allow time for the Government to transition this requirement to a competitive requirement in the future. This award is anticipated to have a six month base period with options that could extend up to a total performance period of two years.
The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The capabilities statement must be submitted by 1/6/2026 to be considered.
