NOTICE OF INTENT TO AWARD SOLE SOURCE -EARLY NOTIFICATION OF COMMUNITY-BASED EPIDEMICS (ESSENCE) SOFTWARE OPERATIONS AND MAINTENANCE (O&M)-

The required services are for a contract to John Hopkins University Applied Physics Laboratory to provide operations and maintenance duties along with the development, modernization, and enhancement (DME) responsibilities for the Electronic Surveillance System for the Early NOTIFICATION OF COMMUNITY-BASED EPIDEMICS (ESSENCE) application.

The tasks associated with O&M and the majority of those falling under the DME category will be sourced from the product and support backlog maintained in the Jira instance of the program. Jira is a proprietary product developed by Atlassian, utilized for bug tracking, issue tracking, and agile project management. This project provides enhancements, O&M support, updated training courses, updates end-user documentation tools for ESSENCE to ensure that jurisdictions can use ESSENCE effectively.
