Description
As published on SAM.gov.
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. This announcement constitutes the only notice that will be published. The Federal Bureau of Investigation (FBI) intends to award a one-time, sole-source, firm-fixed-price, commercial services, contract to Carl Zeiss Microscopy, LLC., located at One North Broadway, White Plains, NY. 10601, for the purchase of preventative maintenance services for the Government-owned Zeiss Crossbeam 540 system.
The applicable North American Industrial Classification System (NAICS) code is 811210 - Electronic and Precision Equipment Repair and maintenance, and the Product Service Code (PSC) is J066 – Maint/Repair/Rebuild of Equipment – Instruments and Laboratory Equipment. Carl Zeiss Microscopy LLC is the original equipment manufacturer (OEM) and the only authorized provider of maintenance, repair, and proprietary service support for the Crossbeam 540 platform.
The OEM does not authorize third-party service providers to perform PM services, access diagnostic software, or obtain genuine replacement parts required to maintain system performance and warranty compliance. As a result, no other vendors are capable of meeting the Government’s technical and OEM-mandated service requirements. This notice is not a request for competitive proposals.
However, any responsible source that believes it can meet the requirements may submit a capability statement to Contracting Officer Adelle Bolton at albolton@fbi.gov. Responses must be received no later than 5:00 PM ET on March 20, 2026, and must clearly demonstrate the ability to provide OEM-authorized service for the Zeiss Crossbeam 540. No phone inquiries will be accepted.
Responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company’s Unique Entity ID (UEID) and business size classification. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. No reimbursement will be made for any costs incurred in providing capability information.
Vendors must be registered in SAM.gov (effective July 29, 2012) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure their SAM registration is current and accurate, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEID, addresses, and contact information. EFT banking information in SAM will be used by the FBI to process payments.
