This announcement will be published exclusively on the General Services Administration’s System for Award Management (SAM.gov). Interested vendors are responsible for regularly checking SAM.gov to stay informed of any updates related to this procurement. The applicable North American Industry Classification System (NAICS) code is 541380, which pertains to testing laboratories and related services.
Vendor Justification: Othram Inc. Othram Inc. is uniquely suited for forensic investigations involving trace or highly degraded DNA samples. Their advanced capabilities in deep kinship analysis and access to private genealogy databases make them particularly effective in resolving cold cases and identifying unknown remains. Their proprietary KinSNP® platform and ultra-sensitive DNA recovery methods distinguish them from other providers.
Key Qualifications: KinSNP® Proprietary Technology Othram’s SNP-based KinSNP platform enables the inference of distant familial relationships from minimal or degraded DNA—far surpassing the limitations of traditional STR testing. This is essential for identifying relatives several generations removed, a critical need in forensic investigations.
Fully In-House Workflow Unlike other vendors who outsource parts of their process, Othram manages DNA extraction, enrichment, sequencing, and genealogical analysis entirely within their own facilities. This ensures a secure chain of custody, faster processing times, and minimizes the risk of sample degradation or data breaches. Exceptional DNA Recovery Sensitivity Othram can analyze samples containing as little as 0.1 nanograms of DNA, allowing them to work with evidence that other laboratories may deem unusable.
This capability is especially valuable for aged remains, cold cases, and samples exposed to extreme environmental conditions. Privacy-Focused Genetic Database (DNASolves) Othram utilizes its own consent-based genetic database, DNASolves, rather than relying on public platforms. Submission Information: This notice of intent is not a solicitation for competitive quotations. However, in accordance with FAR 5.207(16)(ii), all qualified sources may submit a capability statement, proposal, or quotation for consideration. Interested parties should send their submissions to Contracting Officer Adelle Bolton at albolton@fbi.gov no later than 12:00 PM EST on September 15, 2025. Only email submissions will be accepted.
Responses must provide compelling evidence that competition would benefit the Government. Submissions should include the firm’s Unique Entity ID (UEI) and business size classification. All information received will be evaluated solely to determine whether a competitive procurement is warranted. The Government reserves the right to proceed with a sole-source award based on responses to this notice. No reimbursement will be provided for any costs incurred in preparing or submitting capability information. All details in this notice are subject to change and do not obligate the Government to issue a solicitation or award a contract.
Vendor Registration Requirement: To be eligible for federal contracts, vendors must be registered in SAM.gov. The FBI’s financial system interfaces directly with SAM, so it is essential that vendor profiles are current and accurate. This includes Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEI, physical and mailing addresses, and contact information. The EFT data listed in SAM will be used for payment processing.
