Description: NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source Firm Fixed Price (FFP) award and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

Background: To support Ukrainian re-construction efforts, the Embassy of the United States of America in Kyiv, Ukraine, plans to obtain commercial event management services to engage stakeholders through virtual conferences and engage directly with Ukrainian women and refugees to promote gender equity and development in re-construction contracting activities, specifically in the context of women entrepreneurs in the ongoing war. Only one source is reasonably available based on the following:

1) The Ukraine eCommerce Accelerator Program was developed by The WMarketplace Inc. based on its existing eCommerce Accelerator and online sales platform specifically to assist Ukrainian businesswomen and Ukrainian women refugees;

2) Through their past work with the U.S. Department of Commerce, The WMarketplace Inc. has established relationships with key stakeholders, including U.S. and Ukrainian government officials, industry representatives, and gender equity advocates. They have a network of organizations working directly with Ukrainian women, including refugees. These relationships are essential for effective stakeholder engagement and participation in virtual conferences targeted for a unique group of audience.

The WMarketplace Inc. has extensive experience in projects focused on gender equity and economic development, particularly in the context of Ukraine; and 3) The WMarketplace Inc. possesses the necessary technical infrastructure and logistical capabilities to support the seamless execution of virtual conferences, including high-quality audio and video and translation services.

The Embassy of the United States of America in Kyiv, Ukraine, intends to issue as a sole source award to The WMarketplace Inc. on or about September 27, 2024. The maximum total award is $141,152.16. The North American Industry Classification System (NAICS) code for this requirement is:

5416 – Management, Scientific, and Technical Consulting Services. This notice is not a request for proposals or quote. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.

The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before September 27, 2024, at 12:00 local (Kyiv) time by sending an email to KyivSoicitations@state.gov.
