Notice of Intent to Sole Source, Protected Internet Exchange (PiX)

Pursuant to Federal Acquisition Regulation (FAR) 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Tesla Government, Inc., 103 West Broad Street, Suite 200, Falls Church, VA, 22046, to provide operations and sustainment of the Protected Internet Exchange (PiX) system to include data curation and management, open source research, report writing, data visualization and mapping, user engagement and community building and software development.

The period of performance for the contract will cover a 12-month Base Period and four (4) 12-month option periods, for a total of 60 months.

Tesla Government is the only vendor that has demonstrated capabilities to perform all aspects of the PiX contract, including but not limited to, data curation and content management, community engagement, geographic information system (GIS) management and production, satellite imagery management, coordination and integration of partner applications, information system security, and program management of an operations IT system in NGA.

This notice of intent is being published in accordance with FAR 5.2 requiring the dissemination of information on proposed contract actions. The statutory authority for this sole source procurement is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. There is a reasonable basis to conclude that the highly specialized supplies or services are available from only one responsible source and no other supplies or services will satisfy agency requirements.

Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency’s requirements and substantial duplication of cost to the Government that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability in response to the requirement.

All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
