Fixed Point Cells

The U.S. Army Contracting Command-Redstone Services & IT Solution Branch has a requirement to procure four (4) Fluke Fixed Point Cells, models: 5904 (Indium), 5905 (Tin), 5906 (Zinc), 5907 (Aluminum) with 9114 Cell Support Containers.

These cells are one of the primary components for resistance thermometry calibrations of Standard Platinum Resistance Thermometers (SPRTs) in accordance with the International Temperature Scale of 1990 (ITS-90): these cells are defining points of temperature for subranges greater than the Triple Point of Water. The cells are the only cells currently able to satisfy the Temperature Lab’s requirements in terms of purity, design, and compatibility with current processes, calibration methods, and uncertainty budgets.

They are specifically designed to be used in the Fluke 9114-156 metrology furnaces currently in use at the Army Primary Standards Laboratory (APSL). This solicitation, PANRSA-25-P-0000-014779, is issued as a Request for Quote (RFQ).

RFQ INSTRUCTIONS AND EVALUATION CRITERIA: In accordance with the PRODUCT DESCRIPTION below, a submission of a FFP quote for the item(s) listed in is hereby requested. The U.S. Government (USG) reserves the right to make award based on initial quotes received, without discussions with vendors; therefore, the initial quote should contain the vendor's best terms.

PRODUCT DESCRIPTION: The Fixed-Point Cells module shall include the following specifications or equivalent (if not brand name): Description Fluke 5907, Cell, Aluminum Freeze Point (Fluke Item # 1656557) – 1 Fluke 5904, Cell, Indium Freeze Point (Fluke Item # 1656525) – 1 Fluke 5906, Cell, Zinc Freeze Point (Fluke Item # 1656540) - 1 MIL-STD-129 Label (Fluke Item # 1270408) - 4 MIL-STD-130UID, M130 Label with UID (Fluke Item # 3393662) – 4 Fluke 5905, Cell, Tin Freeze Point (Fluke Item # 1656533) – 1 Fluke 2940-9114, Container, 9114 Cell Support (Fluke Item # 1650949) – 4 Cell Shipping and Handling – 4 Container Shipping and Handling – 4

Delivery Location/Address: The equipment shall be delivered to APSL, located at Building 5435, Fowler Road Redstone Arsenal.

A complete quote shall consist of the following:

1. All items, including brand name items, as specified in the PRODUCT DESCRIPTION section as well as the quantities specified.

2. Delivery terms and conditions.

3. Unit price and subtotal price for each item listed in the PRODUCT DESCRIPTION section and a total price for all items.

4. Identification of any discounts and/or reductions to established rates or prices.

5. Full company name.

The response date for this RFQ is August 6, 2025 @ 3:30pm CDT. Any quotes received after the required submission date and time will be rejected without further review. No phone calls will be accepted. Questions may be submitted, but any submitted after the said date and time listed on this RFQ posting are not guaranteed an answer. It is the vendor’s responsibility to read the RFQ and any/all related documents carefully and completely and to monitor any updates to the RFQ on a regular basis. Additionally, it is the vendor’s responsibility to ensure/verify the Government receives its submission on or before the date/time specified.

BASIS OF AWARD: - Award will be made on the basis of best value, evaluating price and technical capability. Technically capability means a quote which provides all required specifications detailed in the Product Description as well as demonstrating capability to fulfill the requirement. - The minimum technical requirements are as follows:

All items quoted are as specified in the purchase description, including brand name items. Delivery shall be within 30 days after receipt of order or sooner. - The evaluation of technical acceptability is anticipated to begin with the lowest priced quote. Therefore, all quotes may not be evaluated for technical acceptability.

ADJECTIVAL RATING DESCRIPTION Acceptable Quote meets the requirements of the RFQ/solicitation, including the minimum technical requirements. Unacceptable Quote does not meet the requirements of the solicitation, including the minimum technical requirements.
