Fixed Wing Project Office (FWPO) Special Electronic Mission Aircraft (SEMA) and International & Transport Aircraft (ITA) Turboprop Engine Engineering Services RFI

This is a Sources Sought Announcement for market survey purposes only. This is not a solicitation for proposals and no contract shall be awarded from this announcement, nor will reimbursement be made for any costs associated with providing information, in response to this announcement. The United States Army Contracting Command, Redstone Arsenal, Alabama Program Executive Office (PEO) Aviation's Fixed Wing Project Management Office (FWPO), anticipates a requirement to provide engineering and data support services.

The purpose of this announcement is to gain knowledge of interest, capabilities, and qualification of businesses to compete and perform a fixed price type contract. This announcement supports the Federal Acquisition Regulation Part 10 Market Research requirement.

1. PROGRAM BACKGROUND The Fixed Wing Project Management Office (FWPO) manages the US Army fleet of Special Electronic Mission Aircraft (SEMA) and International & Transport Aircraft (ITA). These aircraft perform a variety of missions from personnel movement to special equipment transportation and special electronic missions. The FWPO is responsible for the acquisition, modification, and sustainment of commercial aircraft to accomplish these missions.

2. REQUIRED CAPABILITIES The Contractor shall provide analyses for commercial engines based on Original Equipment Manufacturer (OEM) and original Type Certification (TC) data that will address specific technical needs for the FWPO-managed Pratt & Whitney Canada (PWC) engines. The OEM/TC data required to respond to questions or conduct studies on these commercial engines shall include dynamic and static loads analysis, manufacturing drawings, and specifications.

The US Army does not own or have access to the Intellectual Property (IP) related to OEM design specifications and parameters required to accomplish the analyses. The contractor shall provide engineering and data services to enable the Government to improve FWPO-managed PWC engines. The Government will require studies or analyses comparable to engine failure and upgrades, engine component failures and upgrades, parts obsolescence, and publications issues.

3. ELIGIBILITY The applicable NAICS code for this requirement is 541330 with a Small Business Size Standard of $35M per year in annual receipts. The Product Service Code is R425. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.

Offeror's response to this announcement shall be limited to 5 pages in length in Times New Roman font of not less than 10 pitch and shall include the following information: Offeror's name, address, point of contact, phone number, and e-mail address Offeror's interest in bidding on a solicitation when it is issued Offeror's CAGE Code, business size (if a small business, please indicate whether HUBZone, Service Disabled Veteran Owned Small Business, 8(a), etc.) Offeror's Joint Venture information, if applicable (existing and potential) Tailored capability statements addressing the particulars of this effort NOTE: Please do not submit marketing materials/brochures with the requested capabilities statement.

The capabilities statement submitted in accordance with the instructions above is all that will be reviewed for purposes of this market research. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
