United States Army Corps of Engineers (USACE), Seattle District, Seattle, WA intends to issue a sole-source, firm-fixed price award to King Count Environ Mental Laboratory (KCEL),322 W Ewing St, Seattle, Wa, 98119 IAW FAR 13.106-1(b)(1)(i).

The justification for the sole source is based on sample testing capabilities and continuity for a joint study in coordination with the USGS, EPA, and Montana DEQ currently being provided by KCEL, KCEL currently satisfies all current user requirements including testing for Harmful Algae Bloom (HAB), Cyanotoxin, and Solid Phase absorption toxin tracking (SPATT) analysis on periphyton, phytoplankton, surface water, and SPATT samples collected in Rufus Woods Lake and the Columbia River at Chief Joseph Dam, Washington.

This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.

Any firm that believes it can provide the stated supplies can provide supporting documents demonstrating their products capabilities and specifications. Responses received will be used for future acquisitions. Information can be sent to the Contract Specialist at tyler.j.luke@usace.army.mil. This procurement will be prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.
