FY2025 Contracting Office Zip Code: 21702-9232 Contracting Office Address – USA Medical Research Acquisition Activity, 808 Schreider Street, Fort Detrick, MD 21702-5014 Subject: Notice of Intent to Sole Source Award Ambr 250 High Throughput Bioreactor System for the Pilot Bioproduction Facility (PBF) at The Walter Reed Army Institute of Research (WRAIR) The United State Army Medical Research Acquisition activity intends to negotiate on a sole source basis, IWA FAR 13.5, with Sartorius Stedim North America, Inc. The Pilot Bioproduction Facility (PBF) at the Walter Reed Army Institute of Research (WRAIR) specializes in the development of vaccines and biologics for military-relevant infectious disease threats.

The purpose of this requirement is to have the PBF Manufacturing Science and Technology team to develop and maintain a Monoclonal Antibody (mAb) production capability for the development of biologics and therapeutics. A high throughput bioreactor is required for rapid development of scalable fermentation processes using multiple parallel bioreactors and a fully automated liquid handling platform, enabling researchers to test numerous conditions simultaneously, thereby accelerating the development process. This technology has been globally adopted for various bioprocess development and optimization applications.

Objectives: This follow-on requirement is for a Brand Name or Equivalent of Ambr 250 High Throughput Bioreactor Systems and meets the Statement of Work and the Minimum Essential Characteristics (MECs). The period of performance will be one base year to include delivery, equipment, installation and one year support plus three option periods for support. Support includes maintenance by OEM licensed and certified technicians. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

Responsible, interested parties may identify their interest by submitting capability information, in writing, by 2:00 p.m. EST, Thursday, 27 March 2025 to Ms. Brenda Mena at brenda.i.mena.civ@health.mil . Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability.

Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
